Isnt one of the reasonings for his AD is him initially being overwhelmed by Armstrong and then growing to match his level of strength?
it used to be, but it was removed. which is still bullshit. If it didn't, then I would say Raiden can actually win this match. He does if it's post Armstrong Raiden with all his equipment.

The AD does not allow him greater strength. The moment Raiden would surpass Armstrong is because he started using the RM Mode, which is explicitly shown to be activated in one of the cutscenes. Raiden did not use RM against Armstrong before because he was confident that his HF sword and his skills would be enough, which was not the case when he literally broke the blade of the sword and Raiden was cornered for a while during the fight.

What if Raiden had all his equipment, even from the end of the game?
 
So yeah, this fight is basically Raiden having practically a guarantee loss against Sam (FT: Monsoon) due to the fact Sam is capable of having a high/extreme diff fight against a version of Raiden 2 bosses more experienced
