What calculation put final form frieza from cannon Z as small star level.

I know power levels are an extraordinarily inconsistent measurement, so I'm assuming final from frieza being 120 times stronger than his second form is excluded from the calculation. I'm just wondering what numbers were used for the calc. Since I know his first form is 1.7 tenatons.

First Form: 1.7 Tenatons

Kaiokenx20 Goku = 50% Freeza (For the sake of lowball)

Kaiokenx20 Goku = At least 20x stronger than first form Freeza (Goku is stronger than Vegeta who is able to equal First Form Freeza)

So Kaiokenx20 Goku is at least 34 Tenatons

100% Freeza = 2x 50% Freeza (Because 2 50%s is 100%. Math)

so 100% Freeza = 2 x 34 which is 68 Tenatons

100% Freeza is about 9x above Baseline Low 4-C

Everything is extremely lowballed, because of course they are.
