Red Hood (scaling from 0.2196579 ton TNT) is stronger than Winter Soldier (scaling from 0.019788263245698 tons of TNT).

To the surprise of a lot of people actually.

And since both can dodge bullets point blank and Winter Soldier does not have precog, Red Hood should win Winter Soldier.

I'm pretty sure Dead Pool once had FULLY EVIDENCED STRENGTH to endure large scale city block feats before yet he is so fully low balled with just Small Building Dura, Not much more run of the mill given explanitions to such "consistency." with the a 9-A rating whatsoever and apparently scales to "Kingpin." and "DareDevil." Whom I'm pretty sure D.P. has shown to be much more then this scaling as he actually survived being point blank in Skyscraper sized explosions... NOPE 9-A apparently mind you it did not even require D.P. to use his regen he's that bluntly durable... Hmmmmm... yeah I know the scaling/downgrades were that much of a mistake at times.

A wank that I have disagreements of but can't really argue against is Low 2-C Base Archie Sonic. The application/implication made the planet Mobius a Low 2-C or 3-A construct, simply scaling to Low 2-C Archie Sonic's constant feet hitting the planet as he uses his speed.

But how else you can explain Base Sonic tanking a full powered hit from concepts (Vertical & Horizontal) and other feats via scaling to other characters other than him being low 2-C?
