I actually (still) think Hatchworth has stronger powers than Flagg unless Maerlyn's spheres are involved. He just lacks resistances.

You can say the same about Flagg, honestly.

He has some ridiculous mind resistance, can make projectiles miss, and his shapeshifting counters most forms of transmutation. But that's mostly it as far as defensive measures go.

Yeah, Flagg should be somewhere near the top then, albeit not completely at the top. (unless the spheres aren't restricted here)

Heaven Ascension DIO is 2nd, easily (Can time stop people with resistance forever and just needing to touch somebody to kill them). Though I don't know if they'll be in the top ten, two contenders are Diavolo (Can basically beat anyone who can't constantly attack him with undodgeable attacks for over ten seconds. King Crimson dosn't have a cooldown.) and Zonda (Though Game Reverie Zonda will probably be upgraded to 8-B soon, she has a massive wall of hax like data conversion, blood to metal transmutation (Albeit blood would need to be out of the body first), turning souls into mirriors and gaining their powers to an extent, below AZ Ice, etc...)
