Who "drew on" Monitor-Mind the Overvoid? I have the answer. It is the Presence and the Demiurgic Archangels.
Remember that in the Lucifer series, the Presence created Lucifer Morningstar, Michael Demiurgos, and Gabriel Hornblower specifically for the purpose of forming Creation. And he is still more powerful than each of them combined.
