It needs to be explicitly said that the energy he uses to make the clouds is also used in his attacks.Looking back at Merasmus' High 7-C cloud feat, it was said to only be applicable as ED, but don't we usually scale these kinds of feats to applicable AP if the character uses the same energy for attacking? Merasmus uses the same magic to do all his stuff, so it shouldn't be too unreasonable to say he's got High 7-C magic in general (It would also add support to High 7-C/7-B Mercs scaling to sub-atomic destruction weapons)
