So here's what I found.

We don't measure the diameter of mountains on Earth. Mount Olympus on Mars is 16 miles tall and 374 miles in diameter. I then made a ratio of height to base radius, which was 11.6875 to 1. Using the minimum height of a mountain, 300 meters, this ratio would make the minimum volume of a mountain 3.86×10^9 cubic meters.

In other words, yes, just violently fragmenting the smallest possible mountain is, in fact, mountain level. Even if the radius is 1/2 of what my ratio would place it as, it'd still only require fragmentation.

That's the largest in our solar system though, for Earth ratios, (And a major low end to match our high end) we can use Mount Washington, with a height of 1.164393691 miles and a base width of 3 miles, (radius of 1.5) the volume of the shortest mountain would be 4.69×10^7 cubic meters.

If we average those two out, we would get 1.19×10^9 cubic meters, meaning pulverising a mountain would be the minimum to get mountain level. Any less would end up being small city level.

Am I suggesting we use the average? No. I think that I'd need more data sets to make these numbers more fair, and would probably excude Mount Olypmus because its not Earth based.

What I do think I just proved is that the base of the Mountain is pretty consistently at least a few times larger than the height, and that said ratio varies vastly between mountains.

Using these two facts, I think it's fair to have Mountain Level statements just be baseline mountain level. I will go through more data though to see if a more consistent ratio exists.

Zombieman vs Soldier Boy does actually sound like a good match. It's just unfortunate Zombieman is getting downgraded to 9-A and Soldier Boy might be getting upgraded to 8-B.
 
Zombieman has a 9 in fighting capacity in the hero manual and can outlast enemies by keeping up 140 hour fights and fighting for entire weeks. But if he gets properly grapped it could be a problem, since he might get his regen nulled.
