You clearly misunderstand what chakra is, Chakra is the combination of physical powers and spirtual powers as stated various times.

We don't rate Sasuke like that. He has different keys for some arcs. His final Arc Key has his Base ratinf with 2 Tomoe and 3 Tomoe, since there are no proof of Sasuke getting stronger with Tomoes, CS1 and then CS2.
