as their power and skill have constantly been stated to be around Chunin level and they have even fought jonin level opponents and reacted to them

Konohamaru has MHS+ reactions for taking out a pain
but many Genin have shown to be able to react to Jonin level MHS+ opponents?
and even catch them by surprise? such as with Zabuza?
does this mean most ninjas have the reactions to keep with these opponents or that the opponents are just slowing themselves down to fight slower opponents?

It's obviously PIS and such. It's us that have to regulate scaling. Kishi and Kodachi obviously don't care. Konohamaru should not have that level of reaction speed based on that.
