Mettaton NEO Scaling?

Ok, this is a minor question, but how come Mettaton Neo is listed as "vastly superior to Toriel and Asgore." The gap is only by 10, which is very minor considering how we scale the other monsters. Undyne remarks Papyrus as physically strong (As listed on his profile) and the gap is 30ATK. The same with speed, keeping up with Genocide Frisk does not make you vastly superior to Asgore and Toriel if monsters in CORE can too, and I doubt those guys are vastly superior to Asgore and Toriel. If this was explained a while back, please alarm me.

To be fair on Papyrus, you can argue his rated power on the check screen could be him holding back, he does say his special attack would’ve destroyed the player iirc
