Okay, I know what you're thinking... "This is a stomp in Mettaton's favor." Well, to that, I should lay down the whole shebang. So here's the deal.
See, the entire fight with Mettaton played out in the form of a TV show, with whatever Mettaton decides to throw at you (starting with a quiz show). That's if you aren't hellbent on killing everyone. Debby isn't anywhere near genocidal; quite the opposite in fact as she had saved everyone from a potentially disastrous meteor in Chapter 59. She does get physical, yes, but at the same time, it's for the heck of it and she usually spares those she fought. Plus, let's be real, how else did you expect Debby to react to her older sister trying to off herself with drugs?
This is, also keeping in mind, while Debby is a fighter, if you read into the series (by the way, there are 27 chapters translated into English), you may notice that Debby is more like an excitable child despite being 27 years old. Almost always, you would find Debby trying to play rather than trying to have beef with people. So really, a fight between Debby and Mettaton would fit both characters, with Mettaton of course going for ratings and such and Debby more or less just being her cute, playful self (I mean someone of her mentality would probably get all excited about being on-air). She did come to the human world with the intent to destroy humans to pass the time, but when you consider how defensive she got over Rokurou...
And how Debby reacted when she thought she killed the guy...
I don't think Debby cares about the reason why she entered the human world in the first place anymore.
While Debby is cute as a puppy, she is also as dumb as one as well. Her Intelligence section is a testament to how stupid Debby is. Not to mention, well... She ate a bomb:
You can imagine how well that went.
In Chapter 4 in particular, you can see Debby constantly getting mind-blown by riddles of all things, to a point where the cute little cuddlebun would up just... Leaving...
With that out of the way... Speed is equalized. This would initially be Debby vs base Mettaton, although Debby can trigger Mettaton EX if she can think about it. Debby is allowed stat-amps.
