Shinjuku obviously means the entire singularity. Da Vinci wouldnt have went through the trouble of hyping them up if they were normal city level fragments. infact, ANY servant couldve took care of it.

Ah yes, any of the servants who don't have the range or Anti-Fortress NP to actually hit the fragments in the sky. On top of that there were two servants there, the one who fragmented the entire meteor. And then the one that vaporized it. It makes no narrative sense for a fragmented meteor to be more powerful than the entire meteor. As again, the entire meteor needed to hit the core to actually destroy the planet.
Ignore Dantes, dude is OP and probably could have just dealt with the entire meteor.
All of the meteor fragments were likely still aiming for Ritsuka. Making each one still a threat. Even beyond that if each fragment was enough to destroy the city of Shnjuku, that would still be bad even if servants could survive it. Because Ritsuka could not. And Ritsuka dying is game over.

Oh, and goetia holy grails create these singularities which at the bare minimum have showed the ability to create the earth, and explicitly power up characters. Yet the main protag and his servants are capable of beating them.

Also as a note, the grails do indeed create a singularity. However, they also sustain the singularity. In fact, they likely scale to 3-A or Low 2-C at least instead of 5-B. As they don't just stop at Earth.

This doesn't really work because while certain servants do get buffed by the grail, it should not be assumed they have the full power of the grail because the grail is still sustaining the entire singularity.

Even if this is the case and grails are really tier 2/3, then there should be no problem scaling the rest of the grail empowered servants to cu being able to destroy the planet, as they are gaining energy from a universe level source. Planet level is a MUCH lower magnitude than universe level. it'd take like 0.00000000000000000000000000001% of its powers to buff the servants to that level.

So for one, Cu Alter isn't grail empowered when he fights Scathach. Dude is just built different. He only gets empowered by the grail after Medb loses. However, the grail is using it's power to sustain the singularity so he obviously doesn't scale to the grail's full power. He gets an unknown amp.
As for the Cu statement of being able to destroy the world, it's likely just a flowery statement or a hyperbole. Even if it is taken seriously, Scathach says he can destroy the "world" not the "planet." Which could be interpreted as a much lower level of power. Beyond all of that, it is through the usage of his Curruid Coinchenn Noble Phantasm. Something he only uses against Scathach and destroys 90% of her organs in one attack. The only reason she survived is because she is immortal. No one and nothing scales to this NP. His NP is also ridiculously powerful. Using it he one shot Heracles with God Hand and Salter.

His altered state is created by the grail, so maybe he himself wasnt empowered until later, but his powers were still a product of the grail. Demon god pillars are stronger than even that, since cu used the grail to allow one to over take his body. Kingu was also compared to a demon pillar in magical energy.
Not likely considering what the grail is capabale of. World is typically used very liberally in nasu anyway.

The one High 6-A thing you posted? That once again no one scales to. Also, please provide proof that the meteor that hit the Arctic is actually the second largest meteor while the one headed for LA was the largest. You have still yet to do so.
