They don’t need chakra specifically, but some sort of internal supernatural (preferably life-force related) energy that flows throughout the body.
Going off of this, since genjutsu works by messing with chakra flowing through the nervous system you can assume that it works as long as the target has a supernatural energy that naturally flows through their nervous system.

Read above wincons. Genjutsu isn't the only thing that works in Narutoverse, try being more creative especially when you're arguing for a character that doesn't even use genjutsu.
It doesn't flow through jackshit, it's just energy that rises from negative emotions. There's no "flow" involved, at least not in the way chakra has an entire system.

Chakra is like Spiritual life force... If it's gone you die, you use it to create elemental type attacks that people normally has and use which has their origin behind those elements

in all serious i think we should give some leeway to naruto and atleast equalise it with a flowing energy system at the very least. If we wanted to really specifiy it down to the actual nervous system i can definitely see genjutsu being axe from most verses.

Depend of how the information manipulation works, let's see, some characters can change the informations of objects/people, and it can even change their nature, if a character resist it, it doesnt means that he can resist having his mind being full filled by limitless amount of information

This is like the third time I'm saying this, but if Madada resists domain expansion for some time he can izanagi out of it. Domains are weaker from outside and he can probably break it with AP, then since Gojo won't be able to use Infinite, use genjutsu or sealing. Actually discuss whether Madara resists domain expansion and whether Gojo will even see a need to use it, rather than being a mindless nardo fan and go "genjutsu gg" for everything. Like goddammit Naruto as a whole has a ton of stuff aside from mindlessly going "genjutsu gg" every thread.

And the way its used is different as well. Chakra is intrinsically linked to a separate chakra system, which is linked to other systems of the body but isn't the same. Its used by circulating it throughout the body by good chakra control.
Cursed energy on the other hand fills the body and doesn't need circulating to use it. For example if you want to punch with cursed energy, you use the CE in the hand, not circulate it from your heart to your hand, then use it.
