Neat. I can post number man feats later if needed, but I would lile to note numbers' physical superiority and how he can mitigate a ton of damage by using his power. He can take hits and deal damage that on a surface level seems 9-B by contorting himself in just the right eay to achieve these with much less force (shattering a skull with a pen, jumping onto the front of cars going 75 mph, and being able to survive a 17k foot drop come to mind.)

Basically, he can hit all those "real life outliers" with consistency.

Rein has lower physical capabilities, but trades it by being able to predict the position, movement and trajectory of anything she sees, allowing to dodge attacks. Her instantaneous probability calculation, combined with her predicting several steps ahead has helped her in avoiding danger, while maximizing her results. She's a skilled marksman and sniper, and a quick and logical thinker even without her Sigil. If needed, she can use her psychometry to find the best ways to deal with the situation she's in.

What's her best feats with her calculations? Since Number Man can kind of do the same exact stuff:

He manages to accurately predict and shoot a runner that has decoys from nearly a mile away.

Ricocheted a bullet to disarm someone who had someone else at gunpoint.

Talk-jutzus someone out of fighting. Does the same to Jack Slash, someone who's a complete psychopath.

Here are a few examples of how accurate his power can be.

"Each and every atom" is probably above Number Man's paygrade in terms of how accurate he can get, although it seems he has better combat applications of his power, and generally better physicals and firearm skills.
 
He does, considering he directly applies it for the sake of more combative feats and to "boost" his performance by precise physics.

Honestly, I don't think Rein has the physicals to keep up even if she may out compute him.
 
The exact atom thing might not be super relevant yeah, given that he's already at the upper limit of what's really meaningful and has already been able to fight several of his own clones at once (though with help and the clones are a bit worse, though they still have some really good feats on their own).

Also just being physically tier 9 is great for him. If they somehow end up in melee combat, she is very dead.

With regards to the Jack Slash thing, the sort of thing he just pulled is one of Jack's dedicated powers, his masterful manipulation that lets him control the S9 despite probably being the weakest one in some sort of direct combat and pretty much all the others being able to kill him in a straight fight. Numbers seemingly outdid his actual power with just an application of his. I could see him getting in a word or two to cause Rein to hesitate if he's caught off guard somehow, which would be all he needs to capitalize.
 
Number has Rein beat physically, so if it comes down to melee, Rein stands no chance. If we go by marksmanship, Number is likely a better gunner, but Rein a better sniper. Number can further increase his power via his ability, which would overkill Rein in melee. Rein has faster reactions with her Sigil which would allow her to dodge any bullets he would shoot, but not necesserily his CQC as she still has to concentrate and she can't fight.

It's often stated in the manga Rein avoids combat as much as possible, and generally resolves to running away with most encounters, refering to herself as a "master of retreat". When that option isn't available, she uses every piece of information at her disposal, analyzes and examines her surroundings, tools and knowledge, calcs probabilities, and then acts accordingly to have her survive by the end, either though psychometry, hiding, planting traps, baiting, or whatever else. If Rein witnesses Number's ability and manages to escape, she will deduce his strengths, weaknesses and limitations, as she has been doing in the series for a while with anyone she meets or even just heard of.

I honestly don't know how Number's talk-no-jutsu would affect Rein. She already doesn't seek conflict to begin with and always prioritizes survival over victory, so Number talking her out of fighting would just push her further into her retreating tactic, psychometry-ing her way out of the situation.

I assume Number will want to get to Rein asap, while Rein will want to avoid Number as much as possible, turning into a cat-and-mouse situation.

What feats says she's the better sniper?

Does she actually dodge bullets through speed alone or through calculating their trajectory? If it's the latter, Numbers can basically cancel that out through using his own power and calculating her calculations, and what not.

Running away from a sniper that can hit her from half a mile away through richocheting bullets, and has practically the same powers as her wouldn't be as effective as it would normally be for her. If she isn't aware Numbers has the same gig as her, he could easily surprise her.

Numbers convincing her that fighting him is useless and causing her to subsequently retreat would probably be a victory. Especially if it's already in-character for her to run away from unfavorable situations.
 
Number Man's ability says "...and view the precise locations, trajectories, and velocities of any movements and opponents, using this to see through and dodge attacks"

Rein's ability says "she can know and predict the position and trajectory of anything, both living beings and objects, allowing her to evade incoming attacks and landing hers"

Both powers have a similar function. Both can essentially predict the future and calc on the spot. What you're saying is that NM can predict Rein's predictions of his own movements?
 
In the case of Rein, I wouldn't say her running away is an automatic win for the her opponent. Her thing is winning by running away and baiting her adversaries. Ths VS's format remains SBA, so she won't use her retreating tactic to completely escape the fight, but to plan ahead, prepare, calc, or use psychometry to then "face" NM when she's found a possibility
