the things it fights in ULTRAKILL are mostly demonic humanoids who throw projectiles at it. it's real skill is in marksmen-ship than actual combat experience.
i think most of his combat skill is really fighting V2 and defeating it, which is a superior model to V1 with comparable marksmen skills

I mean… if he started out in base… sure there would be a problem… but if he started with his Stand already summoned (for him to participate here) that’s a different story. The stand speed would (or should) be equalized.
