Charles scales to 4.14 tons while Xin scales to 7.54.

Charles has the upper speed (subsonic+ with hypersonic reaction vs subsonic with supersonic reaction) and lifting strength (class 25 vs class 5).

But the speed won't be a problem for Ming Xin as the Rulai Sutra is his first move and once activated it will create a bell around him that can blocks attacks so if Charles can't overcome it then he can't hurt Xin.

At the same time, does Charles have the will to attack Buddha? as the Sutra will make those seeing it doubt themselves; one would have to ask himself/herself if they can "Who would dare to attack Buddha?" and if the heart is strong enough to proceed with it as his body would glow faintly with a golden light, giving people the feeling that he was a divine, solemn, and great Buddha, putting an incomparable pressure on their spirits.

Charles would usually start off by shooting bullets or missiles from his helicopter, but would lead to haxier options if needed, especially against an opponent hard to take down.

How far is the range of Rulai Sutra? Assuming it is the same range as his other moves (Tens of meters) iven how Charles has the range advantage by hundreds of meters (plus the fact he can fly by the tournament’s max height of 250 meters), that would make Ming have a hard time trying to reach him, unless his limitied flight actually covers the distance well enough for his Rulai Sutra to be triggered.

In the case Charles is affected by Ming’s Rulai Sutra, he would know not to really attack him in respect that he is fighting a Buddha, but to knock him out or incapacitate him instead via either mind controlling him, melting his bones to the point he falls limp (which isn’t fatal given how one guy he affected with his bone melt appears in a later scene in perfect condition), or generate a loud sound loud enough to knock people out of cold.

Rulai sutra its by sight as it will make the user seem like the Buddha. In his fight with Qin Mu it affected the entire arena and all those that had come to see it.

After the use of Rulai Sutra, Ming will either wait for his opponent to attack first if they somehow overcome the doubt and have the will to attack Buddha, or attack with either Thousand-Armed Buddha (attack fast enough that he will look like he has 1000 arms and the attacks will shake the soul till its destroyed) or Sunshine Refining Yang Soul In The Sky (this one is a single attack that transform his fist in sun while the thunderclap produced by it will shatter the soul while its light will purge it) which both will affect not only the body but also the soul.

He shouldn't be affected by the sound as his attacks creates sonic booms and and can fight with people who do too. While nothing said above should work on him if he can't overcome the golden bell - bare the mind control.

He can reach the clouds with his limited flight as a weaker Qin Mu could do it without having the full technique of the green dragon (lightning spirit).

While his strongest attack is Tempest of the Nine Dragons as the palm will contains 9 different types of attack power that will hit at the same time.

Can you tell me more about this 9 different types of powers what are they ? And how much they enhance Xin also are these powers physical like fire, energy can they be absorbed by a energy absorption user and be shot back at Ming ?

They all come one after another, the second will arrive before the first even impacts you, the third will do the same for the second, etc. Each layer has one more dragon from 1 to 9. Basically, the first layer is one dragon force, the second is two, the third is three...till the last one.
