Hades states that he is able to decimate a country or two so that he can be filled with souls

This should make him a 6-B, and since he did this very quickly, I doubt he gradually decimated it.

Well, we don't know how big these countries are to be honest, so a "possibly Country level" might be appropriate (but I'm not the best person to ask).

Nigh-Omnipresence within his own realm sounds fine.

Well, I was running of the fact that Night Omnipresence is described as:

Power to almost be everywhere in existence at once. Lesser variation of Omnipresence.

This power is similar to Omnipresence, except that users are bound within a certain domain, such as time, space, or nothingness.

But in hindsight you're probably right, given that Tenma Yato has a similar ability.
