Bro, just see the scan. You can clearly see that she needs to focus and is standing still. To be fair though, she is absorbing radiation far, far stronger than what Garou can even do, but still.
By not getting grabbed? She'll need to get a hold of him to absorb his brain waves or whatever she's doing in the scan. Garou has some crazy dodging feats.
My bad, didn't look at the scan. Although in some scans she's not focusing and standing still when absorbing, like this and this, so maybe it was the level of radiation. But it still should be useful
Its not impossible. This is like saying she can never hit him because he has good dodging feats. Its a wincon because it's possible for her to land, not because it's a guaranteed hit. If he couldn't be grabbed then it wouldn't be wincon, but that's not the case.

She can definitely touch him considering she has the ability to multiply herself and increase her speed from absorbing energy. Her wincons would be allowing herself to get hit to absorb enough energy to speedblitz/one-shot since she can return the power 10x back, or absorb stuff around her like ambient lights, electromagnetic and electricity stuff, heat, radiation, etc. to gain the speed advantage to land her dura neg or even just use her clone to distract Garou and land it. Also Garou's copying isn't passive so there could be arguments that she one-shots him from the very start of the match
