Eevee's Reactive Eevolutionn?

Shouldn't Eevee have this? I mean, evolving to its environment is literally Eevee's entire thing.

Obviously it would need to be specified that it cannot be used in battle, as it requires Eevee to evolve into one of its Eeveelutions, but it should still be there, right?
