I think he should be ranked ' low 2-C possibly higher' in the end of the dragonborn DLC.
Clavicus Vile literally says you're half as powerful as him in the base game, so the DB could be on par with demiprinces. But since it's very unclear what half the strenght of a deadric prince actually is, it would be best to give the DB that rating.
To anyone that says he could be lying, it wouldn't make any sense if he was. Why the hell a deadric prince would lie about being weaker? I don't see why Clavicus Vile would lie about being as powerful as a mortal, especially if he was trying to manipulate you.
