What would they be reacting to? once time resumes they'd have no recollection of it, and even when time is gone they wouldn't because it's explicitly noted nothing is cognizant but Diavolo and is just fate playing out. Hell they state no less than 4 times the world and everything in it momentarily ceases to exist (which is why he's "intangible", it isn't that he's intangible, it's that he's the only thing that ISN'T. He directly states that the world being deleted is why shit phases through him in the manga itself).

Their consciousness isn't aware of what happened? not only because, little known fact everyone seems to ignore, the "characters" you see in time skip, aren't actually them, it's images created by Epitaph, as explained in the guide, and directly alluded to in his debut, which loops back around in why he can't interact with them directly till time resumes, but is the case explicitly because time is gone so events can't actually happen, and it's just his ability superimposing shit so he'd know what
would happen and act accordingly
