Should be as reliable as any other feat, life-wiping is the minimum for the asteroid given that it was supposed to lead to a rebirth on the planet, higher end would be the other remarking that the destruction would be total.

Arguments against it would say "Atlas caused a chain reaction", but that would only lead to displacement of the asteroid, he pulverized it. It's explicitly described as it's dust falling as scintillating rain and then gone, you wouldn't achieve this result if the primary force behind it were strong enough to shatter it on his own. "Atlas alone struck the final chord".

Atlas demonstrated use of his Landslide ability, which is a physical, exploding punch. No rock manipulation shenanigans occurred except for summoning Rumblers.

What other abilities does Excalibur has that can shut down Raiden?
 
his own dura neg sword for starters, though depending on how it compares it might not be as dura-negging unless it can cut at the quantum level (not that it matters since at worst it's city vs country level so either way he one shots)
It stated to cut threw anything and Raiden blade isn't exactly a one shot one kill type of blade
Can Excalibur's parazon shut down Raiden's nanomachines or otherwise **** with his cybernetics?

What other abilities does Excalibur has that can shut down Raiden?
His base kit is Slash Dash which is just a quick energy-surged dash with the use of his Exalted Blade should he not have a melee, Radial Blind is a powerful flash of light that blinds people for an extended period of time, this applies to cybernetics, cameras, etc.

Radial Javelin is an AoE blast that launches energy javelins into a target and impales them into walls. Blind and Javelin can be used to either counter Blade Mode or launch him away before he hack and slashes.

Exalted Blade is his void energy light blade that bypasses Limbo's Rift Plane and cuts people within the Material Plane, effectively a dimensional cut + phasing. It will either provide Excalibur with a consistent means of clashing with Raiden or simply destroy the HF Blade as it doesn't have feats of dealing with space magic from another dimension even if it vibrates at the plank length.

Blind into Blade can be a quick finisher as well, it's not a typical flashbang so Raiden shouldn't resist its effects and if his optics are all shot during that time period he can't really defend himself.

This is, of course, not going into modification of the Warframe itself, or weapons, or sentinels, or gear, etc. Warframes come with a built in hidden blade called a Parazon that can perform quick hacks or kills should they be disarmed of an actual weapon. Specters can serve essentially as duplicates of your frame or another as a consumable, Synthesis Scanners can scan a target to deconstruct them into data/information, Warframes actually have this innately on their person because they perform such on Capture Targets but it already requires incapacitation in that instance to be come into play.

I think they are just keeping it simple, as that's the fairest it can ever get for Raiden.
