Since you're putting military into play. America's entire nuclear arsenal would only be 6-C and the US Armed Forces would be fodder but a decent distraction for America to make some serious moves and do real damage. America also has 200+ years of combat experience along with being a military strategist (despite his arrogance and stupidtiy)

Besides, Kuruma has no Type 8 Manpulation and America has some decent regen. So, I'd vote for him.
