You don't take into account why they have the rating when making a tournament, you just take into account the rating. Sung's profile is missing a lot of things, mostly scans, and that 7-C+ rating needs to go, so yeah lol. You can still use him if you want but he'll probably be losing the rating soon. Solo Leveling needs a complete rework.
Absolutely not. The difference between Low 7-C+ and 7-C+ is to large for it too have any effect on Baam.
