One of the researchers said that they weren't sure if Legends would be used going into this, so Shade just collected notes on everything, and then when they were meeting for the verdict, they decided if Legends would be used or not. So we don't really know to what capacity it will be used.
The most the prediction blogs do is influence the black boxes that get into to address specific questions, and influence the stuff the Q&A answers. It's called "fan prediction" for a reason lol.

The blog for Booster kinda makes it clear that Waverider is gonna be considered. It outright said it's a permanent transformation and that Waverider could aid Booster in a fight.

A few problems with that though. There are still several stories post-crisis which reference pre-crisis GL stories. I recall a moment where Hal is taken back to his first mission, and it's Showcase #23. That alone isn't enough evidence, but for GL specifically, it's still explicitly made clear...
I checked the codex entry for the plasma rifle codex entry and it never mentions the microwave beam. It only says the rifle itself fires plasma, not any of the mods. Given that in that case the beam is clearly firing microwaves, I feel it probably is SoL attack speed.
You'd probably have an easier time scaling Doomguy himself, physically, to the 10k because of that one statement.
As for the Icon, I dunno. I can see it scaling to him physically, and thus likely Doomguy. It's not too inconsistent with what we know of Hell and the various pieces of lore...
Hmm, that makes sense, but the fact that the Icon's mere presence was already warping reality on an apparently universal scale by the time it fought Doomguy is still pretty crazy. "Get stronger" can also mean a lot of different things AP wise depending on the context.
