Answer when you can

Let’s say being “A” writes a world with Normal Laws into existence. Then later he overwrites that world with a different world with different sets of laws. Then he rewrites the world again with even more different sets of Laws from the last two. And so on and so forth

Would the ability to create a world with laws and then overwrite/rewrite/alter that world and its laws over and over again be considered Law Manipulation or at least a Minor/Limited form of it?
