This thread is to upgrade the intelligence of almost everyone in the verse and add more explanation.

Since there are many characters in the verse and this thread is really long, this CRT will be published in two parts.

The Spectre
Nigh-Omniscient: As the Spectre, Oliver displayed deep knowledge of how reality worked, even that his power would poison the Speed Force if he used it to boost Barry's speed."Crisis on Infinite Earths: Part Four""Death of the Speed Force"
Furthermore, Oliver as the Spectre was aware of all the mystical and magical artifacts that were scattered across the multiverse including the Green Box that was tempting John Diggle. Oliver, with his dying breath, told Barry Allen and Sara Lance the future, correctly warned them that the Anti-Monitor Crisis is not over yet despite their foe's apparent defeat. Furthermore, after becoming the watchful guardian of the multiverse, post-Crisis, Oliver as the Spectre was able to see into everyone's future including Barry Allen's and John Diggle's. Using this knowledge he was able to give them advice as well as reassure their doubts about their future. He can also see the entire multiverse at the same time and Barry said Oliver knows everything now."It's My Party and I'll Die If I Want To"

Anti-Monitor
Extraordinary Genius: The Anti-Monitor is an immensely intelligent being and an excellent strategist and manipulator, having been able to use Nash Wells to release himself [5][6][7][8] and successfully manipulated the heroes to accomplish his goal to destroy the Multiverse, outsmarted the likes of Novu, who is himself an extremely skilled tactician, and Lex Luthor who is one of the most intelligent people in the Multiverse.[2] He built the Antimatter cannon, a machine that could destroy all worlds, all realities, the infinite multiverse, and developed a fail-safe system that could instantly destroy the multiverse in case of any malfunction or sabotage of the machine.[1]

Zoom
Extraordinary Genius: Hunter is an extremely scientifically adept and well-read man, excelling in physics and chemistry and even claiming that he operated solo his personal lab and had found a way to purify heavy water without residual radiation and was a part-time professor.[7] Hunter's knowledge of the science of the Speed Force allowed him to develop the dangerous speed-enhancing Velocity serums and deduce that enough speed would be able to cure him of the drug's side effects of cellular degeneration. Hunter's scientific genius also extended to being proficient in engineering, as he was able to construct prisons capable of holding meta-humans, and devices that dampen their powers.[5] He also modified and weaponized the Magnetar into a gigantic race lap capable of harnessing the energies of speedsters and releasing a powerful pulsar, which powered by the combined energies of him and Barry, would have destroyed every other earth on the multiverse had it not been stopped. However, Hunter's abilities as a scientist were still inferior to the likes of Harrison Wells, as he could not find a way to steal the Speed Force from Jay Garrick and needed Harry's help to steal Barry's speed

Reverse Flash
Extraordinary Genius: Eobard is considered a genius even in the more advanced era of the late 22nd century, having learned astro-navigation in grade school, potentially making him more intelligent than all individuals of the early 21st century (besides Clifford DeVoe) he has displayed in-depth knowledge and understanding of time-traveling like the Time Masters. With this, he was able to effectively evade any encounters with a Time Wraith and confidently travel back over 150 years to change the past with no fear of affecting his own future, as well as to give the Legends trouble balancing the timeline. Eobard is a great tactician, businessman, and leader, having personally founded S.T.A.R. Labs and ran it very successfully for 14 years and was able to effectively lead Team Flashand swiftly come up with plans to help Barry Allen defeat the meta-humans while simultaneously carrying several misdeeds to fulfill his own agenda and preventing them from figuring out that he is Reverse-Flash for nearly a year. In addition, his mastery of contingency plans was also seen by how he had set in place the necessary tools to force everyone to go back into the pipeline, therefore; forcing Team Flash to still help him return to his time even after he had been defeated by Barry, Oliver and Firestorm. After rewriting reality with the Spear of Destiny, Eobard once again proved able to efficiently run S.T.A.R. Labs, becoming a prominent figure in the world of business. Eobard is proven to have great intelligence about the Speed Force and its usage. He has many times helped and guided Barry to use it better. He knew it has powers to create vacuums, move seamlessly pass through any solid target and was able to direct Barry on how-to use the Speed Force to time travel. Eobard also has knowledge relating to mystical artifacts. He knew that the Askaran Amulet was a Judeo-Christian artifact which acted like a compass for the Spear of Destiny as well as knew the object's divine capabilities. He even related some knowledge of the Fasces Axe which Damien Darhk was purchasing. He also revealed he knows about time remnants, when he went up against the Legends. His knowledge and understanding about the Speed Force seems to be among the greatest (if not the greatest) among the speedsters due to him being from the future. Eobard is among the most intelligent individuals in the multiverse and the most intelligent individual on Earth-1.

Having learned astro-navigation in grade school and dedicated his life to learning the secrets of the Speed Force, Eobard is a vastly knowledgeable, resourceful and ingenious scientist, specializing in various fields of science. Throughout his life, Eobard has been a genius professor, especially a physicist, from the advanced 22nd century, and when stuck in the 21st century as Harrison Wells, while running S.T.A.R Labs, he was able to effectively act as one of the greatest scientific leaders of that time and make great advancement to multiple scientific fields. He has a superb knowledge of meta-human biochemistry and molecular structure, creating a biomolecular enhancer. When given the formula of Velocity 9, Eobard was able to quickly identify a way to disable the artificial speed. This may all be because he's from the 22nd century. His greatest feat of science was his successful replication of the Flash's accident to replicate his former idol/future archenemies' powers for him self and he even created his own method of being a speedster and time travel by tapping into the Negative Speed Force, a force leeching power from the Speed Force and fueled by negative emotions and negative tachyons, in order to be a speedster yet be undetectable by the Flash, as well as a means to be protected from his existence being erased from his ancestor's death.

Eobard is highly proficient in the art of engineering due to his consummate knowledge of futuristic technology from 22nd century, as he successfully created and modified the particle accelerator with only the resources of the 21st century, recreated the tachyon device into a quantum splicer with Cisco's help and was able to create the ring that contains his suit, the Time Vault, anti-speedster guns, and the appearance-stealing cord, which he managed to modify to be nonlethal to the person whose appearance is being mimicked, allowing him to keep Martin Stein alive. Eobard, while serving as a SS General on Earth-X, even designed and constructed the Wellenreiter mostly on his own.

Eobard is highly accomplished at deceiving people, as he was able to work closely with Team Flash for months as Harrison Wells without them knowing who he really was and even deceive those close who had known the real Harrison Wells, all but Tina McGee.[40] He is also an excellent manipulator, as he managed to effortlessly manipulate Tony Woodward and Hannibal Bates respectively into helping him.[26][34] He even manipulated Nora West-Allen into trusting him, telling her to help punch DeVoe's satellite in order to manipulate the timeline and create a Cicada that Team Flash could defeat in order to destroy Cicada's dagger which was dampening his powers in the future, thus freeing him.[14]

Although never explicitly stated to excel in the medical field, Eobard was still a good enough of a medic to perform complex surgeries, as he was put in charge of transplanting Supergirl's healthy heart into Overgirl.[19]

Eobard is a skilled computer hacker, being able to hack into the radio signals of multiple cars in order to destroy Hartley Rathaway's weapons.[36]

Eobard is capable of fluently speaking English and Latin. He can also read and write in the time language.

The Thinker
Extraordinary Genius: The vastly augmented parameters of DeVoe's mentality have pushed his ability to process, react, memorize, deduce, analyze, and simply comprehend to surreal and super levels, able to access any thoughts far faster and more efficiently than normal human levels, even exceeding any speedster. Before gaining his augmented intellect, DeVoe was an accomplished and well-known professor of history in all its forms.[4] Even more, his intellect is continuously expanding, quite possibly ranking him the greatest mind in the multiverse, surpassing Eobard Thawne who came from the twenty-second century, making the intellects of other recognized geniuses seeming pathetic in comparison. To his credit, he solved many mysteries with his intelligence, including Riemann's hypothesis, Hilbert's 15th problem, and Jack the Ripper's true identity.[4] DeVoe claims he can calculate and deduce the answer to almost any question and anticipate any potential outcome, and he in fact has anticipated every action his enemies have taken several steps ahead of him as if being clairvoyant. He is even able to condition his thought patterns and general brain activity to mimic others, enabling him to perform feats like completing Schubert's unfinished eighth symphony by extrapolating the remaining movements after he familiarized himself with the body of his other 600 works in a single morning. In addition to history, DeVoe has demonstrated to be an expert in various other subjects such as mathematics and engineering; this has become even notable since attaining his superhuman intellect. As an engineer, DeVoe was able to create the schematics of the designs of the samurai robots and the "Thinking Cap".

DeVoe can be very deceptive, effectively convincing David Singh that Barry was harassing him; resulting in the latter being (unfairly/wrongfully) suspended from the CCPD. His ability to fabricate evidence led to Barry being convicted for his murder.

DeVoe's intelligence makes him a near-flawless planner, able to assess and account for the numerous variables, both natural events, and people's instinctual reaction, and from this effectively manipulate the situation to unfold as he sees fit.[5][8] His talent for planning enables him to prepare dozens of steps ahead, as shown from anticipating when Team Flash would discover his identity.[3][4] Clifford is also a masterful chess player, as he regularly plays on his hoverchair.[6]

Mar Novu
Extraordinary Genius: With eons worth of immortal life experience, Novu was an extremely intelligent individual, with extraordinary perception, strategical, manipulation and deception abilities and emotional wisdom that allows him to effortlessly see through even the strongest-willed optimists and cunning strategists and manipulate them into doing his bidding near-flawlessly, instantly calculating his analysis of said people to create perfect psychological tactics to make them submit. He easily deduced that Team Flash would want to alter the timeline to prevent the crisis and simply destroyed the plinth containing the newspaper foretelling the future along with Nora's message before appearing before them and successfully manipulating Barry Allen into accepting his fate, which was so effective that only the claims of Harrison Nash Wells and powers of Bloodwork proved able to make Barry fight against the fate the Monitor stated will inevitably happen.[4][6][18] He also effortlessly deduced that Oliver Queen, despite his obedience, was in fact still wishing to defy his fate and wanted to oppose him and was able to ultimately inspire him into accepting his fate and their alliance while keeping his true intentions completely covert and outsmarting and manipulating him and the others around him subtly,[25] effortlessly seeing through Oliver's claims of his intention to confront Malcolm Merlyn with the suspicion that he was the Dark Archer was purely to retrieve the dwarf star particles and proceeding to use his seeing the destruction of Earth-2 first-hand to further drive home the fact that he must stop the crisis[8] and then created a successful plan to exploit both Laurel Lance's feelings of loss over her Earth and her loyalty to Oliver, easily manipulating her into not betraying Oliver without her even realizing it and even successfully depriving any will Oliver had left to reject his fate. This marks him as one of the very few to have ever outsmarted Oliver and among the only three, the others being Slade Wilson and Adrian Chase, to cause him to lose his will, which he did to an even greater extent than those two.[25][26][27] Novu even effortlessly manipulated the tremendously intelligent Lex Luthor by appealing to his ego and promising that he could become the hero he always wanted to be,[19] and used him successfully to open the path to finding the Paragon of Truth, which Lex did not even suspect to be his motives until he revealed it.[29]Despite the impossible odds of the Anti-Monitor confronting him while possessing Harbinger, Novu was still able to set the path to the victory of the Paragons despite his death and rebirth of the Multiverse by giving Pariah cryptic advice on what he must do.[24]

Novu was an exceptionally brilliant scientist and engineer with a deep understanding of spatial, temporal, and interdimensional physics. Along with his wife Xneen, he was able to construct a machine that would transport him to the dawn of time.[1] Novu later on constructed quantum towers capable of dissipating antimatter, which he used in an attempt to counter the Crisis.[2]

Flash
Extraordinary Genius: A keen-minded individual from a young age, Barry displayed a natural understanding and quick capacity to learn, making it hard for his foster-father, Joe West, to help Barry with his homework by the time the latter was 12. Barry graduated with a double major in physics and chemistry, making him a very knowledgeable scientist. As a CSI of the Central City Police Department, Barry is highly skilled in forensics. From a single glance of the crime scene, he can quickly determine much of the events that transpired. Barry is also very well-read, greatly impressing the award-winning Professor Martin Stein.

Barry is also a quick study, as after reading through the various Earth-2 advances in physics, he instantly began making effective use of this knowledge. Barry's knowledge on physics possibly ranks among the best on Earth-1 and 2, as he was able to apply a newfound science and figure out how to close the various breaches between worlds. Barry can quickly analyze any given data and quickly form accurate theories on the given situation, as seen with the Arrow; Barry correctly determined the Arrow's training background from his green attire and that he has at least one accomplice. Also Barry deduced that Oliver Queen was dosed with a blood coagulant and managed to use a small amount of rat poison to thin his blood again.

Barry is adept with computers, as he was the only one who could write an algorithm that monitored the electrical manipulations to National City's network which Livewire's powers caused. Barry has very advanced skill in technology, as he was able reconstruct Captain Boomerang's projectiles from its broken pieces and build from memory a variation of the earpieces used against Hartley Rathaway to help himself and Kara Danvers confront the sonic-powered Silver Banshee.

Barry is very skilled with crafting and building, having spent weeks personally repairing Central City after the damage caused from the singularity by Eobard.
Barry was also able to build a carbine prison from which Reverse-Flash couldn't escape. In one possible future, Barry designed Gideon, a very sophisticated artificial intelligence unit with a system so complicated that even Cisco Ramon had no idea of how it works. Barry was also the first to deduce the true identity of Savitar, managing to put clues together from various things the evil speedster said and did, ultimately concluding that he was in fact a rogue time remnant of himself. When he traveled back in time to find a way to get faster, Barry kept acting like his past self around everyone. Even when he was busted by Eobard, Barry made the latter believe he was able to achieve his goal mission of returning to his own time, when in truth, he had actually been erased from existence.[46] Barry also successfully distracted Remington Meister and Ultraviolet from launching a missile on Central City by pretending to be severely drunk..[154]

Additionally, he can think much faster with speed thinking, allowing him to figure things out much more quickly. (Because he used quick thinking outside his control when using the artificial Speed Force, he was able to process much faster than a quantum computer and predict the future accurately.)

Savitar
Extraordinary Genius: Since he's a version of Barry from the future, he's just as smart as Barry.

Also In his avatar as Alchemy, Savitar convinced Edward Clariss and other reborn meta-humans to become agents of his will. He was also able to advise and keep in line the rebellious Magenta. As Alchemy, he spoke to his cult members, leading them together to believe that he is a deity.[4] Barry himself manipulated Julian Albert and later Cisco Ramon to release him, using their own feelings against them. He was also able to trick Team Flash into getting the Philosopher's Stone into the Speed Force and get Wally West to take his place as a prisoner of the Speed Force to free himself.

Abra Kadabra
Extraordinary Genius: As Abra Kadabra comes from the 64th century, he is considered a genius amongst individuals from the 21st. century; even considering the Flash (who is also a genius in his own right) to be a backwards thinker. He has enough experience with 21st century technology to construct a timeship, knowing what pieces he needed and where to get them. Kadabra is also a brilliant strategist as shown during his second appearance when he took every variable of his plan into consideration to insure team Flash couldn’t stop him. He would have succeeded had the Flash not been able to appeal to his heart.[2]

Godspeed
Possible Extraordinary Genius: August is an expert scientist as when he experimented with tachyons to give himself speedster powers. He was even able to recreate the Velocity 9 formula to increase his speedster powers even further than usual.

August is fluent in English and Punjabi.

Cisco Roman
Extraordinary Genius: Cisco is one of the most intelligent people on Earth. His intellect leads him to play a crucial role for Team Flash.

Cisco is a highly skilled engineer and scientist, as he helped build the particle accelerator with Eobard Thawne and has helped Team Flash by creating various gadgets and weapons for them. Developed numerous extremely advanced technologies; Developed a time machine using Thawne's schematics, developed clothes suitable for the powers of most people in the verse, developed the Interdimensional extrapolator to travel between universes, developed metahuman cure with Caitlin, create the Mirakuru cure with the help of Caitlin Snow, developed Power-dampening cuffs, Captain Cold's, Heat Wave's, and Golden Glider's signature weapons, The Boot and many more. During the six months Barry was in the Speed Force, Cisco designed a Quark sphere containing Barry's DNA and modified the Speed Force bazooka so it would free Barry and put the sphere in his prison. Also he designed the second Arrowcave.

Cisco also has gained a lot of knowledge on the Speed Force, understanding its nature and how to get Barry Allen in and out of it. Cisco has called his brain "the Ryan Gosling of genius intellects."

Cisco is a highly skilled computer specialist and hacker, though his skills are not on par with Felicity Smoak's. He was able to hack into the Tannhauser Industries' offsite's records and Cisco is qualified for 7,685 jobs in the U.S. alone.[87]

Cisco is capable of fluently speaking English and his native Puerto Rican-dialect, Spanish.

Ray Palmer
Extraordinary Genius: Ray is very intelligent, having an IQ of 140 and three PhDs.[19] His intellect made him a self-made man and an indispensable member of the Legends. Ray is also a skilled businessman, being able to lead Palmer Technologies, a multibillion-dollar enterprise, with success. He recognizes skilled people and is excellent at recruiting them for his cause. As revealed from an aberration timeline, Ray could have applied his intellect to become an M.D. for advanced cardiac surgical procedures.[5] Ray also exhibits leadership potential, as he received a signature from every Legend on his petition to become interim captain of the Waverider in Sara Lance's absence.

Ray has proven to be highly skilled in engineering, as he was able to design and build the A.T.O.M. Exosuit using dwarf star alloy as a power source. He has also developed several other gadgets and successful products when he was CEO of Palmer Technologies and while as a member of Team Arrow, such as nanobot surgeons and dispersal units, smartwatches, etc. Ray's engineering skills have shown to be on par with Cisco Ramon, who himself is a highly regarded mechanical engineer.

Ray is an adept biochemist, as he was able to analyze and modify Eobard Thawne's biomolecular enhancer to have lasting and more stable effects while in World War II, despite the formula initially being made from 22nd-century technology.[48] Also, after receiving the secrets of cold fusion, Ray was able to successfully use its energy to repair the Fire Totem.[72]

While not on the same level as his ex-girlfriend, Felicity Smoak, Ray is a highly competent hacker, as he was able to hack the Time Bureau's network to access Ava Sharpe's personnel file.[75]

Ralph Dibney
At least Genius, Possible Extraordinary Genius: As an ex-police detective of the Central City Police Department, Ralph runs his own private investigation business and is very experienced in detective work, claiming to have never had a case he couldn't solve. At one point, Ralph was Barry Allen's senior for this field[3] and was seen successfully closing several infidelity cases whilst working as a PI.[8] Ralph even discovered that a woman's husband was still alive after being presumed dead, having remarried, relocated, and conceived two children.[3] He was able to uncover that "Cameron Mahkent" was a non-existent judge used to fake Thomas Snow's death.[39] Ralph is also very good at reading people's honesty, as he saw through Carla Tannhauser's lie about her husband's status.[40] Despite being oblivious to the existence of the multiverse and failing to notice that Harry Wells was from Earth-2, Ralph was able to deduce upon meeting Nora West-Allen how time travel and alternate universes existed.[39] Sherloque Wells has even referred to Ralph as a "master detective". Ralph's ability as a detective is so good that he was able to quickly deduce how Cicada's dagger played into Thawne's master plan after a brief encounter with him. [23]

Jay Garrick
Extraordinary Genius: Jay has shown to have knowledge of the 5 by 5 tap code as he used it to communicate with Barry Allen and Jesse Wells when the mask Zoom had locked onto Jay's head prevented him from talking. Jay is also an exceptional scientist and engineer, working in a personal lab. He was noted by Gideon to be the foremost expert on antimatter, a substance that no member of Team Flash had knowledge of, proven by how he effortlessly realized Barry's wound was hit by a pure dose of antimatter, which he noted would have killed him had it not been for his speed-healing. He was also able to analyze that antimatter signatures have been occurring over multiple Earths. Jay also developed a device called the neural hyper-collider and knew he could not use it but Barry could and that it would be able to project his consciousness past the antimatter wall of the speed force. Being a veteran speedster, Jay has extensive knowledge of the Speed Force and its capabilities, such as how to send objects into the dimension itself to keep them from being found by anyone. Jay also possesses a great deal of knowledge about the Speed Force's lore, legends, and the culture of Speedsters.

Nora West-Allen
Extraordinary Genius: Like her father, Barry Allen, Nora is very intelligent, having graduated from college with a 5.6 GPA. From a young age, Nora was a keen-minded individual, displaying a natural understanding and quick capacity to learn. Like her father Barry, Nora is a highly capable forensics examiner. From a single glance at the crime scene, she can quickly determine much of the events that transpired. Nora understands and writes time language, used to record events regardless of changes to the timeline, which even the combined efforts of Cisco Ramon and Caitlin Snow had difficulty deciphering. Nora also exceeded the expectations of her future's advanced education system, having studied neuro-regeneration in her fifth-grade STEM class. Nora's intellect earned praise from both Eobard Thawne and Harrison Sherloque Wells.

Firestorm
Jefferson Jackson;Extraordinary Genius: Whilst he lacks a college degree, Jax is highly intelligent, having quickly learned how to operate and perform maintenance on the future technology of the Waverider. He is also shown to be a talented actor, able to perform an accurate British accen

to help his mother with bills, Jax gained a job in a car repair. To which, his skill at have prevented very adaptive, able to apply it to the various needs of the Waverider and technology encountered on their travels. He eventually was appointed by Rip to be chief engineer for the Waverider (though Mick Rory regularly reminds him that he's the only engineer on board). Jax's intellect from his time traveling adventures has risen to a point where he finds himself bored with 21st century engineering.

Martin Stein: Extraordinary Genius: From a young age, Martin showed exceptional intellect, as he skipped from 10th grade all the way to college. By age 25, he had gained two PhDs and was on his way to gaining a third, plus he was a leading expert in a field of study.

With 2 PhDs by the age of 25 and a leading expert in a field of study, Martin was an exceptional scientist, with particularly profound expertise and knowledge of quantum physics, but also being very accomplished in other scientific fields. He accomplished many great things in the field of quantum physics, published many papers on numerous scientific fields, and had a table of full of awards.[6] Indeed, he was the leader of the futuristic F.I.R.E.S.T.O.R.M., which was put into practice that which has yet to be successfully done by mankind.[11] Especially interested in the concept of time travel, Martin had a remarkable amount of understanding of the science of time, where in addition to publishing several papers on this topic alone,[10] he was even able to correctly calculate that by running fast enough to rip open a hole in the space-time continuum it is possible to achieve the feat, and he also displayed a decent amount of knowledge over the effects of time-travel, being able to give a thorough explanation of how Barry time traveling to save his mother could completely erase the timeline they were living in now and drastically alter the course of his life. From his time in the Legends, Martin's understanding and knowledge of time became greater than ever, being able to correctly predict how Savage could destroy the timeline. Martin was also accomplished in biology, being able to develop the gene therapy needed to revert the Manhawks back to humans.[22]

Martin was able to accurately calculate the three years that Earth and Thanagar would be aligned.[3]

The supergenius ratings come from their creation of devices capable of destroy multiverse. And creating a device at this level is sufficient for supergenius

Processing infinite amounts of information is only required for non-technology-based supergenius. As with this CRT, H3-A or above technology is sufficient for technology-based supergenius

Supergenius: The highest level of non-omniscient intellect, possessed by individuals with unfathomably superhuman intelligence who are capable of creating impossibly advanced physics-defying and reality-warping fantasy technology for enormously diverse purposes.

In order to qualify for a Supergenius rating based on technological prowess, a character should be able to essentially warp reality in virtually any way that they wish on an at least base level infinite (High 3-A) scale with their inventions, or even use them to overpower tier 1 entities for higher cases. Simply defying the laws of physics with futuristic technology is very common for Extraordinary Geniuses as well. Meaning that there should be an enormous amount of versatility combined with an infinite scale of power and preferably range.
Accordingly, creating a 2-A level technology is sufficient for supergenius.
 
I am sorry, but to qualify for Supergenius intelligence, a combination of very extreme reality-warping versatility and infinite scale of power of the inventions is required, and the justifications above for nigh omniscience do not seem anywhere near sufficient either. Cosmic awareness likely works better as an explanation.

I changed the Supergenius stuff to Extraordinary Genius.

Cosmic awareness makes you aware of things that happen on a universal scale, but I think nigh omniscience is more appropriate since Oliver knows things that have not happened and will happen and is said to know everything by Barry

Since there are enough staff votes, I will implement this.
 
Thank you for being reasonable, but Nigh-Omniscience means demonstrating literally knowing almost everything in existence, not just having highly advanced extrasensory perception abilities.

You can be Nigh-Omniscience thanks to advanced extrasensory perception. Since Oliver has seen everything in the multiverse and knows the future, he literally knows everything that has happened and everything that will happen. This gives him Nigh-Omniscience.

If these justifications are not enough for you, Oliver was able to create many of the universes in the old multiverse in exactly the same, without any difference, while creating the new multiverse.

In itself, that does not seem sufficient, as nigh-omniscient characters need to actually know almost everything, not just be able to look it up
