Although Sengoku said that Whitebeard has the power to destroy the world, nothing proves that this statement is meant literally. For now, his greatest feat is making a distant island tremble, but that's far from multi-continental destruction, let alone planetary destruction. Sengoku's declaration CAN be an hyperbole.
Shanks and Whitebeard's clash was not a clash of Haōshoku Infusion. Their clash was just a clash of Haōshoku Haki users who are Emperors of the Sea, splitting the sky. A clash between Haōshoku users always create a wave of Haōshoku Haki, who can push back or render unconscious inferiors opponents. The sky split is just an entire higher level and not a Haōshoku Infusion feat. Haōshoku Infusion didn't even exist at the time and Oda never confirmed that characters like Shanks or Whitebeard needed ACOC to split the sky.

Xebec then fought the young Roger and Garp together, who defeated him thanks to their own Conqueror’s Haki. Sanji even implied that Queen had the upper hand against him during their fight before he started using Ifrit Jambe. Base King and Base Queen are both portrayed as stronger than Base Jack, who fought on equal terms with Base Nekomamushi (who had previously disarmed Base Kaido) for twelve straight hours without losing, and this came:
