I'm simply going off what Death Battle themselves said themselves, mate. They scaled Bowser to Universal based off the universal black hole from Galaxy 1 and being comparable to Rosalina. His multiversal stuff was relegated to when he had the Dream Stone and Pure Hearts.
You likely have different scaling for Mario compared to DB, but that's just what they themselves said in the episode.

My consensus on Kyle vs Simon kinda boils down to whether or not Kyle gets the LE. If he does, he wins. If he doesn't, he loses. But knowing DB and how they scale DC, I know them MFs will get a way to have Kyle beat Simon without the LE.

Dandy is the unequivocal God tier of the Watanabe works (alongside the Narrator). Spike ain't scaling to the multiverse-bust, boob particles too strong.

I've read that Carole & Tuesday has Space Dandy as a TV show/cartoon, so he might be a God tier, but, ironically, in Watanabe's own works, he's a Tier 11 bottom tier.

Yeah I'm joking, but the scene you're talking about is just a reference cameo, I don't think it's anything serious.
Anyways, lots of things need to be taken into consideration just because of Space Dandy, like a whole lot. Not only does the cosmology consist of an infinite amount of universes and parallel universes, there are 4 or 5 dimensional beings that exist, an almighty narrator who acts as God, strings make up the universes and corrupt reality if too many are pulled to jump dimensions, warping is directly because of jumping through universes, and faster than light speeds aren't possible without time traveling by accident.

So in Metaphor there is a powerful spell cast that makes select individuals protected by any harmful action (bar a loophole). Effectively making them immune to attacks. That special weapon is a divine relic that ignores that protective magic and can be used to kill those individuals since it ignores that protective magic. And ingame that divine relic is classified as Almighty magic.

4. This spell protects those individuals against any "harmful" "action".
5. This equipment ignores the protections granted by the Spell it can cast.
Do I have that correct?

Regarding 3.: The use of a Divine Relic is Almighty Magic? So even if you just do a basic Physical smack with it that would otherwise be entirely non-magical, it still counts as Almighty Magic? In addition to, or instead of Physical?

Regular base attack smack counts as Almighty magic yes, its not physical like most basic attacks.

Alternate theory: this could still be part of the Space Dandy multiverse, but in this particular universe Dandy is just an anime character. Honestly, considering stuff like the cosmic string episode, I could see that being the explanation.

I mean dead by daylight has a choice based story telling game canon in their universe, yet you find plushie esque toys of the original killers in it when searching, so these type of things are imo just cool reference to remind people they have a relation and such

Yeah, lots of ways to explain it. Whether it be just a cameo, more Dandy antics, another universe, it'll be reasonable. Cause that's the Dandy way.
Honestly it's kind of crazy how every other work of Watanabe is low key with its scaling, but then you have Space Dandy. Dandy and another guy danced so hard a black hole was created, and once sucked in it reset the universe because boob particles.
