The reason why only Korra and Unalaq would scale to those levels And the reason why it’s not an outlier for them is because Korra is the only Avatar in existence to be fused with a FULLY powered Raava. Same thing for Unalaq and a fully powered Vaatu.
-Because if you remember from Wans backstory Raava In Wans era became severely depowered when Vaatu was freed. Because of the imbalance between light-dark Vaatu caused by influencing the dark spirits Darkness was growing and light was fading. -Korra refused together with Raava when Raava was restored to her original power. Especially since Vaatu got destroyed Therefore, being empowered by a full powered Raava, Korra should be the only Avatar that scales to the Moon and Ocean spirits
-And to give more support for this, there are no anti feats for Korras Avatar State after refusing with Raava. They’re PIS ridden.
The only times Korra went into the AS in Book 3 and 4 was when:
-She used Spiritbending on spirit vines
-Fought Zaheer
-Fought Kuvira in their first fight
-Fought Kuviras giant mech
Her fight with Zaheer is PIS because Korra was injected with the red lotus’s mercury poison, which majorly crippled her physically and mentally. She was forced into the Avatar State just to keep herself alive with the poison inside.
Her first fight with Kuvira is also PIS because Korra was suffering from PTSD and residual effects of the small bits of poison she still had left. Plus, Kuvira was easily overpowered by Korras AS and had absolutely nothing to match Korras AS in battle.
And the time she used AS against the mech, that was to stop Kuviras spirit cannon. Something Korra stopped without a single scratch or problem.
-Controlling a planets worth of water should make the moon spirit far far above city level. Probably not planet, but definitely much more than city level.
Raava and Vaatu are the most powerful spirits in the verse, and as such, should absolutely not be weaker than the moon and ocean spirits
