Well there's another part of the reaction stuff actually. The other part of this the guy being able to react to things such as electrons shaking (so their movement?) and the light of shaking of atoms of nervous system cells are another thing he tracked.
 
Not sure, don't known much about nerves/cells system actually, but I think that nerves are the ones with higher frequency. Anyway, better to make other member to check that before any change.

Seems consistent with the guy who reacted to a lightning bolt.
