There's no doubt that Ayanokouji can leap these meters, the difference here is speed equalization. Ayano needs to jump and cross those meters before Walter raises one arm at an angle and shoots. He's getting gunned. No way around it.

He has info analysis and analytical prediction so he should be able to predict what walt is going to do and take precautions.

Not to mention, Walter can use phosphine gas which will kill Kiyo if he sniffs it, he can use a blowtorch to burn Kiyo, several explosives to make Kiyo explode and he can use Hydrofluoric Acid to melt Kiyo. He can even use his car to hit Kiyo since both have all their equipment.

This is definitely a stomp.

Even if it's not instant, Walter still stomps because of his guns. Speed is equalized so Kiyopon speed will be lowered to "Average Human" and won't be able to dodge Walter's bullet. If he tries to attack Walter quickly, it will only make him an easier target.
