Probably already asked question but
Shouldn't Vivec be on his full power during ESO (2E 582)? I thought his weakened state occured after Dagoth Ur's awakening (2E 882) due to Ur not letting Vivec (and the rest of the Tribunal) replenish his power with the Heart of Lorkan, resulting in the latter growing weaker over time.
If so, then shouldn't the power of the Sunna'rah staff that Barbas, and Conoon Chodala for that matter, use during ESO's Morrowind chapter come from a Full Power Vivec? If this is true, then shouldn't Barbas' "Vivec's Power" key be High 1-B, along with Base Vestige (or maybe a new key) for defeating him, and maybe Conoon Chodala as well?.
Or am I just misunderstanding something?
