Well, I could see him as "At least Low 2-C", but the environment/room itself is likely not proof of being able to destroy millions of universes on their own.
 
We need more community input first. I will ask Matthew.
 
At least Low 2-C seems reasonable and seems like it has a lot of support, but I don't follow DC comics to much.

I'll wait to see what Matthew thinks, though.
