so I just read the issue and is ultra monitor just plain 1-A due to being equal to prepetua?

Maybe but Perpetua is weakened right now. Its true that the Ultra-Monitor stated that he is equal to Perpetua's power and he is powered by the the Totality and he can shape and manipulate the energies of the brothers three domains.

If the Ultra-Monitor is weaker than 1-A, i don't know which tier he should be. A weakened Perpetua still possesses the dark counterparts of the dimensional superstructure and the sphere of the gods which should logically be higher than 2-A.
