I would argue HE from I/O should be the strongest 1-A. The dude falls in the same boat as Hajun, in that he qualifies in AP but has so many weaknesses he almost does not qualify. He is somewhat comparable to High 1-A but only a trumped by them because he is beholdent to their power. What do you think?

Mami doesn't even have a High 7-A key. Plus AoC is literally Mami, except smarter, stronger and with a metric ton of extra haxes.
Also yeah she gets stomped by the heavy hitters of 7-A. I mean she came close to losing to Dimaria after all (base Mami but still).

To be fair, Keishirou loses to others in his tier, just because he (probably) beats Homura via becoming 1-A (unless he starts in the barrier, but that shouldn't be the case as it just removes the problem of the pocket dimension) doesn't save him from everyone else, it's even said in their matchup
