Garou does indeed retain the power from what he copies
for example, he clearly retains techniques like the blast portals, but more importantly he takes serious punches left and right despite saitama's AD
also yeah the graph doesn't show him going down, it seems that he just retains the strength he copies
which is why he didn't have enough strength to take the zero punch since at that point he had only copied consecutive normal punches and then did the gamma ray burst
in other words Garou copies ultra instinct's mftl+ value and then speed blitzes goku with AD

Yeah it's clear that when he copies someone's strength that's where his new base is. Otherwise why would he want to make Saitama bring out his full strength if all it does is make him temporarily stronger. Also he's able to, without copying Saitama, trade blows with him.

Also, when he makes it back to Earth, he tanks a shot from Saitama while not in Saitama mode, while getting 1 shot when that same Saitama hits him at the start of the fight.

no, genos didnt see saitama destroying stars, actually not even saitama knew it probably, i mean not even blast's team mentioned the feat
 
Can someone calculated this? it may be give some greate speed, cuz the gass is still frozen while Garou and Saitama travelling out from Io. even in this panel it's still looks frozen.
 
Feel like it's pretty clear cut. I know it won't go through because we love lowballing every verse/character straight to hell, but I mean, come on. It's right there.

Since the gas is frozen and still assumingely moving at 28680380 m/s, we can use this formula to find the speed Garou was moving:

(28680380 / 0.013) * 6.35 = 14009262500 m/s / 46.7298697c / FTL+

If them was 98850977.1 m from IO. I use 1 second to find speed. That means them can travel 98850977.1 m/s while the gas on Jupiter is frozen.

That's not how it works. The formula is this:

Person's Speed = (Object's Speed / Object's Apparent Speed) * Person's Apparent Speed

Object Speed is the speed of the gas: 28680380 m/s
Object's Apparent Speed is seemingly frozen: 0.013 m/s
Person's Apparent Speed is the speed Garou would be moving if the gas was shooting out at 0.013 m/s: 6.35 m/s

The formula never asks for distance, so I'm not sure why you plugged in the distance between Garou and Io to where Garou's apparent speed should go.
