Yeah, 0.001 m/s may be modified to 0.013 m/s, but Person's Apparent Speed is not wrong.
Iirc, the snail speed formula was (the speed of the actual object/what it appears to be)*speed of main object.
98850977.1 is the distance they traveled from Lo and since it happened in a small timeframe 1s should be ok for the speed.
So the math would be
Lowball
(28680380/0.013)*98850977.1=2.1808335e+17m/s.
727447753.2x c
High ball (using .001s)
2.8350836e+18 m/s or 9456820958.45x c

This is how the calc has always been done and it’s in the description itself, I don’t know why you’re using 6.35 m/s.

I’m not sure if you’re doing this on purpose for attention or seriously don’t understand, but this calc uses 6.35m/s (average human speed) for the speed of the ideal object/person.
When it comes to other objects, their apparent speed would be whatever was calc, in Lo’s case it’s far above 6.35 m/s.
Reread the formula if that helps.

You're the one that's not understanding. Read this if that helps.

This is the formula:
Person's Speed = (Object's Speed / Object's Apparent Speed) * Person's Apparent Speed

And this is the explanation of what these names mean:
Object Speed is the speed of the gas: 28680380 m/s
Object's Apparent Speed is seemingly frozen: 0.013 m/s
Person's Apparent Speed is the speed Garou would be moving if the gas was shooting out at 0.013 m/s: 6.35 m/s
 
You're the one that's not understanding.
No, 6.35 m/s, it's just average. Human running speed: 5-7.7 m/s. It doesn't always have to be 6.35 m/s. So a character that moves around the world while it's raining look frozen, he can only move. 10/0.013*6.35 =4884.61538462 m/s? No…A character's movement distance is important for finding speed while things seem stationary.
