1- they have a solid feat to scale to.
2- there is a direct statement that makes them scale to a character who scales to that level.

???Honestly doubt anyone should surpass Tats on the field besides Garou, the whole point was to weaken her with Psykorochi. If Plat was stronger than Tats then they could have let Tatsumaki come out of her fight with Psykorochi way more healthy and have her mid/high diff GS and then get stomped by Plat.

I mean i was content with High 7-A, then the 7-B was alright, but everything being atleast 7-B is something i can't be content with even though everyone surpasses it.
