That is already the case. Some people had problems with Boros and Orochi being above the meteor so they don't scale.

Orochi sure, but I don't know how base Boros can't at least potentially scale above it. Restricted maybe not, but base alone is implied to be among the pinnacle of normal Dragons, albeit not quite reaching into what we would view as Above Dragon unless you severely highball him. When it comes to just narrative implications and such, base Boros at least seems more threatening and powerful than the meteor. It not being a Monster doesn't change how dangerous it's considered when compared to Monster's.

I think I just had a relevation... what if we found the KE of Elder Centipede by upscaling the weight of an ordinary centipede to the 4466 meter length you found and finding his speed based on how far he moves compared to Genos's Spiral Incineration Cannon? If we say that spiral incineration cannon is as fast as a plasma cutter (6096 m/s), then we can find Elder Centipede's speed in that panel.
