iirc Halo of all things got 5-C from something flipping continental crust, so depending how big it is and how it's drawn, it could genuinely be tier 5 as well

It uses an assumed value. Sub-light speed can mean anything. The moment you assume a lower value, you get lesser results. Garou's feat is still the fastest.
