SBA Question

Our standard location for the SBA is Central Park.

But for any location that permits it, do they have a population? Are the locations business as usual, or are they empty playgrounds for purposes of the fight?

There are people who could use their abilities to benefit from their surroundings and other people, but its never really mentioned in any vs threads.

This is actually a really important question. Countless characters in fiction hold back out of fear of casualties. Hopefully someone can answer or decide what we should do for it.

Imo it should be empty.

Perhaps if a character somehow needs people around for their power to function properly then it should be populated, if the character will be held back due to not wanting casualties then it should be empty. What we do when its a character with the previous status vs the latter status is beyond me

I think that the surrounding area should preferably be presumed to be empty for a proper matchup to take place without massive distractions and limitations.
