Putting in my own thoughts on this fight, Puff might actually win this. He's committed no sins whatsoever, so Karmic Retribution's not gonna play a part here, and his reality warping is potent enough that he could oneshot Sans if Sans isn't careful. If Sans manages to rack up enough damage with his attacks, though, he can win this, but Puff might be able to win by creating an earthquake that would crack open the ground beneath Sans and send him plummeting away.
