No, not at all. Saitama isn't a joke character, for starters. Also, Arale Norimaki is a true joke character. That doesn't stop us for using her. Also, if Saitama was a joke, the joke would be having an insanely OP Shonen protagonist in a mundane verse.

No, he hasn't shown his full power, but he has shown Planet level stuff that we can quantify, so we will use that.

He is not a joke character just overpowered in his '''own''' verse. Though I will admit that I am not fond of him being used in VS matches since his actual AP isn't really known and its not like he can be used in a battle where AP won't be a factor.
