Can you explain the context? Just a short summary if you wont mind. I've been trying to find for the volume and issue no. of it

One of the many origin story of the DC multiverse, that guy is Synnar who was supposedly created by God/the Presence to be the architect of the multiverse. Synnar rebelled against the Presence and was depowered until he is just an atom or something like that, he managed to have a physical form again because he was too small to be noticed by the Presence, though it took him countless years to do that
