Is Tokinada, not Tsukishima.

Tokinada was exhausted rapidly of his stamina and spirit enegy for using Kyoka Suigetsu for a long period of time while Aizen has been mentioned to have greater spiritual energy than all the captains, and Kyouka Suigeteu could only be used properly by Aizen prior to his immortality. Novel even said it.
 
I suppose that this seems fairly uncontroversial to apply.

It does require more than above average given that Tsunayashiro couldn't properly utilize it despite his above average Reiryoku.

This is the headcanon. Aizen turned it off after Yhwach died and before Yhwach resurrected himself.
