Everything you said here is literally your headcanon that you based off of Tsukishima not having the same Reiryoku as Aizen to use Kyouka Suigeteu properly like Aizen.
It's not an NLF already based on how the Hogyoku functions and Aizen's Regenerationn/immortality.

Is Tokinada, not Tsukishima.

Tokinada was exhausted rapidly of his stamina and spirit enegy for using Kyoka Suigetsu for a long period of time while Aizen has been mentioned to have greater spiritual energy than all the captains, and Kyouka Suigeteu could only be used properly by Aizen prior to his immortality. Novel even said it.

It doesn't diminish or else he would be dead, plus destroying that area instantly turns off Reiatsu and Reiryoku as we have been told repeatedly throughout the manga and the novels.

As such abilities such as Kyoka Suigetsu that requiere a lot of spiritual energy to work,
It does require more than above average given that Tsunayashiro couldn't properly utilize it despite his above average Reiryoku.

This is the headcanon. Aizen turned it off after Yhwach died and before Yhwach resurrected himself.
