Limited item use question

Do we consider characters that can only use a set amount of items for powers, like say Corvo Attano from Dishonered, restricted to a few select items or can they use everything in their arsenal?

A different example, Doom Slayer. In game, he’s limited to only equipping 3 runes at once, but do we consider that game mechanics?
 
If nothing suggests that Doom Slayer can use more than 3 runes at once, then no, you stick to game mechanics cuz is the only thing you got.

Ok, so we take the example of something like The Hunter from Bloodborne. The wiki says that the Hunter has everything in his arsenal available to him, despite being limited to only some at a time. Is this just wrong?
 
Naturally, characters can use so much weapons/items at the time, unless it has a special power that allows it to wield more than two weapons/items at the time.

Unless the character has a dimensional storage or has show to carry an overwhelming amount of weapons/items, is considered game mechanics that it can only possesses few items at the time.
 
In the standard equipment crt, it was said that the op of a vsdebate should specify what items a character has if their equipment is variable (so, for rpg characters and such).
 
I don’t see how it’s valid to say if we don’t see anything of him being able to use more than 3 then we stick with the game mechanics because he literally only can’t use them all due to game mechanics for balancing the game.

Most of the Runes are passive abilities anyways like he doesn’t need to actually use most of them except for a few.

Like how he gets them he kinda touches the relic and absorbs the power within him so why wouldn’t he have them all?
