then i guess he can't dodge due to speed equal Hmm then he should able to tank everything that not 1-C slash (he tank Thanatos attack before)

Carissa is vastly stronger then Thanatos

Problem for her is that the range is too short. It won't catch him because of Pailingual and likely if he uses his wyverns, as he'd see the ability in action.

This isn't a Rating Game and Issei's willing to kill, so he won't hesitate to use Blazing Inferno. Pailingual + BPW + Blazing Inferno and probably Nyuutron Beam Cannon. I don't think Carissa can counter those. Even if he hesitates, Ddraig will waste no time in using his black flames as they already know about her moves. They'd be able to double their power and transfer to each other and use combination techniques. Two people that out range her and know about her moves and strategies vs one that can only win if she somehow gets into range. I think Issei takes it.

Issei also have Sub rel speed tho and resist is still resist even if he not completely resist to it he should survive first slash. Not count the fact issei is also far stronger then that time too.
