it eliminates downscaling from 2-C to low 2-C

It doesn't need that much of a hassle. Any character that currently scales to the half 2-C should be made "At most 2-C". The justifications and scaling remain the same.

It may be more complicated then that, jiren from his first battle with goku while heavily suppressed was stated to be beyond the gods, so more people could actually scale, not just the "at least low 2-C" characters. Because they can upscale from ui omen 1 goku and heavily suppressed jiren.

@Planck69, using the term “half {tier}” in those character profiles violates our standards for tiering system. Our formatting standards do not recognize "half" or even "quarter" tiers as valid. Therefore, it is recommended to change the classification to “unknown” and create separate threads for controversial characters.
