Giorno on the other hand only has GE, BUT starts with “frog armor”. Giorno created an insane amount of frogs that cover every square inch of his body. Giorno is also bloodlusted

I don't think the frog armor is gonna reflect Goku's attack in the first place because it's kind of a NLF, but ignoring that, Goku can tank his own attacks, so if he tries to attack Giorno and feels damage he'll obviously stop, then remove all the frogs from giorno and try again this time knocking him out successfully.
